I didn't need 90 day report last month when I applied for a residence certificate (for driving licence) at Chaeng Wattana on day 4 of visiting Thailand
Last month I got a RC for driving licence in Chaeng Wattana. I didn't have 90 day notification and didn't need a photo.
The landlord should have supplied all the house documents for the TM30 registration. I had to go back a 2nd day to do the paper TM30 registration as the online TM30 registration was missing the copy of the property page in the blue book. Once the TM30 was registered with all the paperwork I could rejoin the queue to apply for the RC
No need for 90 day report at Chaeng Watthana, I applied for a residence certificate without 90 day report last month on 4th day of visit to Thailand.
No photos needed.

Printout of TM30 - property owner needs to have submitted blue book pages about property and owner to TM30 property registration website/paper TM30 submission at Chaeng Watthana.
Copies of passport bio page, visa and entry stamp.
I didn't show a lease agreement or yellow tabien baan.

I got Wise to deliver cards to Thailand, just make sure that your main address on Wise is in another country, then you can request a card to be delivered to Thailand. You can change the address on Wise back to Thailand afterwards
