Have you tried going into the bank with the card you have and asking to withdraw money with it ? I have been told that you can do this to avoid the ATM fee .
if you download wise you can install ' tap and pay' on Google play . Then you can make contactless payments and I think I have seen contactless signs on ATM s .
You can also send money for collection at outlets like

Same for me , first bank I went to was Bangkok Bank and they straight away offered to open account for 7000 including insurance. I wouldn't except that . I later got a Bangkok Bank account opened for free in Chang Rai .
From what I understand if it's a EU company or you purchased the ticket within the EU. The airline has to put you on another carrier, don't except if they tell you there don't have an agreement with the airline.
I am not 100 percent sure but I thought I read something about US consulate service in Chang mai have been suspended . It may just be a temporary issue, but worth checking
