Yes, I went there one year due to a forced error interruption of my monthly foreign deposits to my Thai bank, so I had to use it as a bridge.

It is an alternative to in-country requirements, with it giving the recipient the burden of leaving at least every 90 days.

You can apply in-country or out-country.

In-country, 1900 baht, much paper work at your local immigration office.

Out-country, 5000 baht, few paper work requirements at the Thai Consulate Savannakhet, Laos.

Both are for one year.

Did your wife get an accompanying letter from her country’s passport office to take to Thai immigration?

As has been described, take both the old and new passports to your local Thai immigration office and ask if they can be transferred.
