I went get a sixty day extension of my multiple entry non-immigrant O visa based on marriage to a Thai national, I was told there was an automatic extension to July 31, 2020.
When the borders are open within the time period one can then accomplish one’s exit and re-entry for the 90 day stamp.

TLDR : Answer Summary
A visitor to the Chiang Rai Immigration Office reported an automatic extension of their 60-day extension for a multiple entry NON-O visa based on marriage to a Thai national, valid until July 31, 2020. There are differences in processing at other offices, with some still issuing extensions easily, prompting comments on the situation.

Hmm, thanx for the update, quite strange seeing as other offices are indeed selling the 60 day visit family extensions based on marriage without any issues.
