TLDR : Answer Summary
The Thai Consulate in Savannakhet, Laos, does not require an appointment for visiting; it operates on a walk-up basis. However, be mindful of local holidays as the consulate will be closed on such days. While the consulate's website does not list the option for a year-long, multiple-entry Non-O visa based on marriage, it is confirmed that this visa can be requested. Ensure to specify 'Multiple Entry 1 YEAR' on the application, pay the requisite fee of 5000 baht, and keep the receipt as proof of payment.

Savannakhet is a walk up consulate There is no appointment booking or reservation procedure there.
Watch for Lao holidays <- this Monday is one and the consulates are closed there
keep in mind the consulate does NOT show on their website they offer a year-long, multi-entry Non-O visa based on marriage
BUT
THEY DEFINITELY DO!! Write Multiple Entry 1 YEAR up on the top right of the application and hand them 5000 baht and make sure your receipt shows you paid that amount
