You can exit the country and re-enter on a NON-O retirement visa. In contrast to the OA visa, NON-O retirenment visas do not require health insurance

Yesterday, I went to Chiang Mai Immigration to do my 90 day report. There was a sign that said the 90 day online report is currently not working.

You are right, but I went to immigration with this question last week, and the man at the front desk told me I can switch to a marriage visa without leaving. He even gave me the documents of what is needed. But I'm not sure he really understood the situation.

I came to Thailand with the OA visa in March 2013 and have renewed it every year since then.
