you might be confused. All ED visas, except at real universities, must be extended every three months, which many confuse as "renewals". The ED visa does have time limits, even at a university, when you can no longer get it.

With an IB visa extension you always use chumchuri square, as you are under the BOI, not regular immigration.

if you happen to work for a BOI registered corporation then you actually use the immigration office at chumchuri square in Bangkok, not the main office at chaeng Wattana in nonthaburi

What lots of people don't understand is that Thai immigration profiles, and stereotypes those trying to enter, and they don't like poor people, as evidenced by the new DTV visa. Digital nomads/creators complained because there was no visa directly for them, as none could qualify for the LTR visa in that category, so Thailand made the DTV visa especially for them, but included the bt500,000 equivalent in your bank account, and only made it available from outside the country, so poor people could not afford it, and that no agents inside Thailand could provide services to circumvent this financial requirement.

This change was made to make it easier for actual tourists to base out of Thailand as they visit and tour the other countries around Thailand. If you are not following a pattern of a tourist, by actually staying in, and visiting the countries you cross into, then after a short time, just like before, you will be warned, and refused entry for trying to live long term in Thailand on tourist entries. Nothing has changed in that respect.
