it's is but the flights out are mainly ones used to bring Thais in and are on the return journey. They don't run daily or even weekly and most need to be booked through the consulate of your country

there are too many scams. One offered me to do it to help stamp in another year. When I asked if it was legal he said " are you the police?" He wanted 75 thousand bht. Be careful because of you are caught with an illegal stamp you go to jail
