No, it is not issued by motoring clubs, but at the motor vehicle registration office. You have to bring your own pass photo and after the application, it will be produced for you to take with you the same day. It is like this in Germany.
The International Driving License is a small booklet with grey cover front and back and your passport photo affixed. It cannot easily be printed out on a home printer. At least in my home country it is like this.
