I pay for Mint unlimited data annually at $360 and just turn that SIM card on in Thailand to get OTPs. Never had a problem yet, but I fly back to the US every 2 months for work
The US consulate in Chiang Mai sold me a certified copy of my passport for $50 in April. I got it just in case someone asks for it. So, they definitely did not refuse to do it for me this year
