Individual branches even of the same bank will have different rules. Within each branch, one worker will tell you different requirements from the worker at the next desk!

Personally, on an Ed visa I was asked to pay 12,000 insurance before I could open an a/c with Kasikorn, so I opened with Bangkok bank with just a certificate of residency & 600 baht fee for the card.

Kasokorn wanted a work permit & 12,000 baht for insurance, I refused & went to BKK bank & opened a/c super easy & cost me only 600 for the card.

ok, I believed that because I’d already paid 1900 for the extension to 26 Oct., then when the amnesty was extended, I would just need to return with my passport to get the new stamp to 30 Nov. No paperwork, forms or additional fees?

yes, much quicker & cheaper than using a bike shop/agent. You get both insurance/tax In under 20 mins & costs just 400 baht for under 150.

I know in Pattaya you cannot as all agencies have said no more non-ED visas, only volunteer.

Ed visas are not being issued in-country. Here is the letter dated 11 Aug from ministry of education requesting immigration to issue them in Thailand, but not approved as yet. Normally 2000, but unsure what they offered you as they cannot issue an Ed visa.

No Ed visas are being issued. The ministry of education even wrote a letter to immigration 11 August requesting in-country issue but was not approved.
