Not true! I live in Thailand and if I want to travel home I firstly have to quarantine!

At the present time Thailand has done a great job keeping positive covid cases to a minimum. This is due to the prevention of tourists entering the country! I work in Qatar at the moment and all citizens, tourists, including expats, must have the Ehteraz App on their phones, which displays the individuals covid status. This must be shown to taxis, shops, bars, restaurants, etc etc. or you will not get access! Thailandplus App is downloaded on my phone for returning home, however, I do believe that the app will be rolled out nationwide!

Not sure John. I have in the past couple of days completed all the required Visa and COE at the Embassy in Doha and had to show my various documents including, a marriage certificate and proof of where I would be staying from my wife on completion of the quarantine period. The information I attached was from the Embassy Website and this is the direction I followed in order to secure my travel documents. It is always worth checking out any updates to the entry process, as pointed out above, as entry requirements change frequently. Take care and hope you get your dental work carried out in Thailand.
