 foreigners can get an empty blue book which is no good to them for opening a bank account.

 my understanding is that the blue book is a civil registration for Thai nationals only. Foreigners can be registered only in a yellow book.

 as the DTV is not even 2 years old most holders would not yet be up for renewal. Most offices follow department policy. Facts matter.
