You can only enter within the validity period of your visa. So anytime between date of issue and it’s 5 year expiry date.

 to obtain the certificate you need to have filed a return. The earliest you could do that would be Jan 2026.

 if you just moved here you can not be a tax resident. You must first qualify through time spent in country in a tax year.

Here are the requirements to get one yourself although I would first try using your TIN and passport as proof of tax residency.

 they are not talking about a Certificate of Residency from the Immigration dept. They are referring to a Thai Tax Residency Certificate issued by the Revenue Department. Separate things for separate purposes.
