The may restrict based on passport and eVisa website location. That should not be be a huge problem. Just hop into the home country plane and apply at home country. This is 21st century people.

Can you open a bank account in Thailand with a DTV visa?

Try Krungsri Bank at the Central. You can also use your ATM cards and credit cards for all purchases. I now exclusively use US ATM cards for cash and US credit cards for all purchases.

What are the implications of staying in Thailand for more than 180 days in a calendar year?

You may have tax liability if you become a tax resident. Initially 100% people will ignore and immediately become tax cheats. A few good souls will debate endlessly about double taxation treaties and why they don't have to pay anything, thereby becoming criminals.

Do DTV visa holders need the Electronic Travel Authorization (ETA) in Thailand?

If an ETA become a legal requirement for Thailand, airlines will block boardings for all who don't have the ETA.
