I have DTV, but seems like I cannot open any bank account through this visa.

I managed to do it on Tourist 30 days stamp in Chiang Mai in Krungsri bank in the beginning of this year.

DTV is treated as a tourist visa - you will need to pay a agent to open a bank account or go from bank to bank until one says yes
owning a condo does not give you permanent residencies. Owning a house in a company name that has no business in Thailand is questionable at best and can be confiscated any time.

For me, at Bangkok Bank CM, it was 3 official papiers/cards with my pic on it (driving licence, passport, international driving licence or health insurance card)
Forget agents, go to Kbank (this is where I opened my bank account with a student visa) and explain them you will stay in Thailand for one year and you need to transfer money from your job to the country, DTV is quite new and in Thailand the information is "propagated" very slow , possible the bank officer you asked don't know yet about this visa.
I know people with employment visas who have been denied opening accounts. I said it is hard not impossible. Many banks do deny accounts to legit applicants as FB highlights.
they must be really going to remote areas or Banks that are not having any well trained or English educated speakers nor any expat customers and wonder why they go there while there are 100s of branches all over . Each mall has a dedicated floor with almost all banks opening branches in every main city of every 76 province of Thailand
Not all are remote, even in central Bangkok, there are rejections. You are correct lack of training and language barrier is a factor. There is also no uniformity in decision making even within the same bank.
the best situation is to call the visa issuing authority and hand the phone to the bank officer - or carry printout or links to Thai websites that mention the rule
