If you get a new passport then it will look like you have no history of coming to Thailand before when you apply for a visa at the Thai Embassy so you won't have any problems.
If Vientiane already stamped your passport, why did you decide to go back there knowing they already red stamp you? That was your warning that you wouldn't get another visa from them.
Non O visa based on marriage... But you still need to go out of Thailand and apply for a new visa after 3 months. Or you can get an Extension of stay for 1 year if you have proof of 400,000฿ in bank account.
What are the chances being denied a 30 day visa exempt at immigration? If they see you have used many previous exempts in the database and asks for the "3 proofs" as long as you can show that, they let you in?
Check Penang off the list of consulates to go to for a Visa. They want proof of flight back to your home country. It's the only consulate in SE Asia that requests that, so any other consulate you would be better off.
So does this mean that Penang counts previous Tourist Visas you got in other countries too? It doesn't make sense that they would deny your tourist visa if you show bank account statement, flight out of Thailand and accommodation, because if you went to different embassy's that shows that you are actually traveling around SE Asia (i.e. being a tourist) and not just going back-to-back for the same visa in the same country. I have around 6 tourist visas in my passport from all different countries and I haven't been to Penang yet but maybe I will skip that place next if they are scrutinizing previous visas from other countries.

hi grant, when you get a new passport they give you a letter to take to changwattana BUT.. you do not need to waste a day going there for this. You simply just show your old passport when you go to customs and they will stamp your departure stamp in your new passport when leaving. I did this when i got my new passport and had no problems
