Correct. Temporary meter installed and a deposit required. We had to do this for our land for our house to be built.

She will see gate 10 first, not 1,2,3. 1,2,3, are at the far bottom. Gate 5 is the waiting area. So she needs to pass 10,9,8,7,6 and he will be waiting at 5 for her.
