TLDR : Answer Summary
Yes, it is possible to get an electricity supply without a house book in Thailand. You can apply for a temporary electricity meter at your land, although the cost per kWh will be higher. A deposit is generally required for the temporary meter. Once you obtain the official house book (blue book), you can have the temporary meter upgraded to a permanent one.

If you are going to start building you can apply to have a temporary electricity meter at your land, the price is more expensive per unit used, just apply at your local PEA office, you can also apply for a temporary water meter as well.

Yes, you will get a temporary meter but the cost per kWh is more expensive. I think you have to pay a deposit for the meter( or that maybe the water meter) and once the house gets issued the blue book they will change to a permanent meter

Correct. Temporary meter installed and a deposit required. We had to do this for our land for our house to be built.

The damn pole with the meter was right in the middle of where I wanted our driveway to be so we had to pay 5,000 for them to move it.

Pic where it was.
