If you are going to start building you can apply to have a temporary electricity meter at your land, the price is more expensive per unit used, just apply at your local PEA office, you can also apply for a temporary water meter as well.

Yes, you will get a temporary meter but the cost per kWh is more expensive. I think you have to pay a deposit for the meter( or that maybe the water meter) and once the house gets issued the blue book they will change to a permanent meter
