some reports are saying that they are being very strict with the enforcement. I think its too early to tell if they would have problems entering a 3rd time visa exempt in the same calendar year

wrong, 2 visa exempt entries for a total of 150 days a calendar year. You can only extend one of the entries

Do two 60-day visa exempt entries count as one for 2025 and one for 2026?

you get 120 days on 2 visits without doing extensions. Where are you getting 90 days? 90 days the first visit if you do the extension and 60 days on the second visit gives you 150 days.

You're applying for the wrong visa. The OA requires insurance, not the Non O.
