 You cannot get a 3-month OA visa. You get this from your home country and it's good for 12 months, or 24 with one strategic border bounce

Are personal items shipped to Thailand duty-free with a DTV or Elite visa?

As far as I know only a retirement visa qualifies for tax relief. Either Non-O, OA or OX and the LTR retirement visas. DTV is a tourist visa which requires the holder to leave the country at intervals so would not qualify
