Can you enter Thailand with a tourist visa before the DTV is approved?

It's not advised but yes you can, the embassy and immigration aren't linked and the only way they will know is if they look at your passport which is very unlikely.

I've got several friends that have done it with no problems.

But to activate your DTV you would have to leave Thailand again and re-enter.
