the problem is there is no real answer to this question! If your hotel doesn't file, how in hell would the average tourist even know??

different officers in the same office have different policies on different days! There IS no real answer for this question other than "pay your nickel and take your chance buddy"

I have no idea what you just said! The tM 28 is for a stay for over 24 hours and if the landlord will not fill out a form saying where someone is staying then a form 28 will let them know where someone is staying
