Can I submit a TM28 form myself if my landlord won't do the TM30?

Rather than argue with a landlord who resists doing a tm 30, wouldn't it be easier to just fill out a tm 28 and take it in yourself?? Immigration has a record that you were registered at your residence for any future dealings you might be involved in with them.

And out of experience and lot of reports we all know that it all depends on your Immigration Office and that 1 office even want a power of attorney to file this TM30 form. So the only advice given in what to do, where you are, is visit your local Immigration Office and just ask.

a TM28 is used by most Immigration offices as register of moving address, not the same as the TM30 form.

I have no idea what you just said! The tM 28 is for a stay for over 24 hours and if the landlord will not fill out a form saying where someone is staying then a form 28 will let them know where someone is staying

That is why you only have to use the TM 30, report that you stay at that address, not change to this address to live in.

it specifically states: form for aliens to notify their change of address OR their stay in the province for over 24 hours.

No, the TM30 is designed to register your address, the TM28 if you change address, meaning living in soi 10 and change to soi 5. Change address to other province means both TM30 to register address and TM28 to change your original address, but most Immigration Offices accept the TM 30 and don't even ask for the TM 28.

I realize that but it is also designed as a register of an alien staying in a province for more than 24 hours which would be the case for someone taking up residence in a rental unit.
