You misunderstand how the system works. The fingerprint is to verify the biometry inside the passport. So anyone else with st0len/f0rged passport will be flagged. The system just evaluates facial image if it matches passport, calculates propability to currently taken facial image and verifies picture is not in interpol database . This doesn't mean changing passport will help as same country passport have issuing country national identifier. Only 2nd country passport is not being tracked. Meaning I am holder of 2 passports of same country - they know. Some people have dual citizenship passports -> cannot be tracked. The fingerprint at border check is not used for any other reason. Those with dual citizenship are such a minority that is not implemented. Any criminal cannot obtain another citizenship easily.

You need to be outside Thailand only. Technically you can leave Cambodia as they have no way to verify which country you are ATM. Remember you need to provide entry stamp as a proof that you are in the country
