You need to be outside Thailand only. Technically you can leave Cambodia as they have no way to verify which country you are ATM. Remember you need to provide entry stamp as a proof that you are in the country

Can I apply for a tourist visa in Thailand multiple times a year to stay long-term while freelancing?

You get unlimited entries. But you cannot keep coming on tourist visa like you think. You still need DTV visa for stays 120 days to 180 (safer and saves you money paying agents for visa runs)
