Try different banks and different branches- keep pounding the footpath and eventually you'll get a bank sorted. After all, I know people that have opened bank accounts on visa exempt and tourist visas with just a copy of passport.

Why don't you get a 60 day tourist visa in Vientiane? Convert to a Non O based on being over 50 years old when you're back in Thailand. You don't need police clearance or medical certificate for this but go to your local immigration office and ask for a handout of requirements they need for the specifics of your visa. If you have the funds it should be straightforward.

...... Even though Aranyaprathet/Poi Pet is the closest border to Prachinburi DON'T go there. It's a nightmare. I know from first hand experience! They seem to operate differently there than other borders.

I'm guessing you had a 30 day visa exempt and extended it for 30 days at immigration ? So, yes you can go to a border to get a further 30 days and that can also be extended for 30 days at immigration. whatever you do don't go to the Aranyaprathet/Poi Pet border. Really difficult border and i'm hearing you have to stay at least 24 hours in Cambodia if you go there. Go to another border and it will be fine.

....... Yes, that's correct but within the same office from different officers the information is contradictory. One officer says have to report when you come back from outside the province. Another officer says no need to report unless you change address. Another officer says only report when you come back from abroad...... All in the same office !

It's a total shambles.

Even in the same office one immigration officer will tell you something different from another. It's complete confusion and utter chaos. Good try though.
