Transferring to a NEW passport is not the same as transferring to a 2nd passport. You must of had an overstay for 500 baht.

No one can answer that unless you say what your plans are. Travel in an out regularly? Keep funds in UK or move them over? Insurance in Thailand or UK? etc..

if he can get in to Cambodia, which is technically open, he can apply for a visa to Thailand. So it is possible. I didn't say how probable it is ;)

What should I do if my Thai visa states 90 days but my entry stamp is only for 58 days?

No you don't have a 90 day visa, you have a 60 day tourist visa. When you are issued a tourist visa, you must enter before it expires before 90 days. Right now you can extend for 30 days and then also get a COVID extension after that, if needs be.
