The real issue is all the booking companies are owned by the same corporation. To get at the top of the list in a particular town or city, it has to get maximum bookings online in that area. By giving you a discount they may lose their position on the list as well as potential free marketing. As others say they lose both ways

If they are born in Thailand they will have a birth certificate and registration number, the least they should be able to get is a pink ID card

Think about just having a weekend in Siem Riep as a family getaway. Fly over and back, quite cheap and enjoyable, and with a baby your wife will be fussed over.

Here is the link to the embassy web site. That will be much easier than trying to use immigration in Bkk. My wife had an issue just recently and had to get a new ID card, and subsequently a new passport. It took an hour at the town hall where she is registered in our sons House registration Register, and then 30 minutes in the local passport office, and the new passport was delivered 10am next morning. Tell her to fill in the form on the above link, and post it in with al the documentation. She should know where she is registered in Thailand, and as insurance get someone to take a good photo of her name in the house registration book and send it down. Thailand uses a common number on her birth registration, passport and ID card. Its a really simple system

Bearing in mind, Thailand is using the Epassport gates much more now, but I suspect officials training in recognising trends is probably lagging, I wouldn't be surprised if Automatic Flags start appearing soon, taking the responsibilty off the guy on the gate. the talk of longer visaa free stays and recognition of dual passport citizens makes me think the whole package will be automated soon.
