I finally understand the confusion now. Savannakhet is not going to work for me as I will be traveling by flight to Vientiane. So will go to the Thai Embassy in Vientiane.

I know that is a bit not ok to be in Thailand while visa is issued. Might have some issue or not? The application process already has started in the residence country. So the visa might be issued while being in Thailand with a touristic one...then do the visa run.
