I think you'd need to submit a formal change of address (not just a TM30) and the IO be happy to accept it, many won't and tell people to go to the province their stamp came from.
Certain IO's eg Bangkok will only issue a resident cert, if you are doing 90 day reports with them.
If you have plans to obtain a driving licence, put a vehicle in your name, or open a bank account. Then you will need a residence certificate from immigration. Hence things are much easier if the stamp in your passport is from that immigration office and your 90-day reports are up to date
I'd be surprised if they let anyone out on a stamp bounce into Myanmar they wouldn't let back in. Never heard of anyone re-entering as such getting denied entry to Thailand
When I was living in Bangkok 2020 it was impossible to get a residence cert, from immigration, without doing 90 day reports.
To get on a tambien bahn, you will need a residence cert from immigration, (in Kanchanaburi you also need a translated and notarised, birth certificate). So that's not going to work either.
In the end I used the services of an agent in Pattaya, for residence certs etc...
