Interesting that facebook won't allow me to link directly to it because facebook has suspended all news links in Australia, so I'm guessing that the Phuket Immigration Volunteer website is hosted in Australia and somehow is considered a news site. Facebook is becoming a hot mess. ;-)
After you have obtained your Non-O inside of Thailand by following the above instructions you will need to apply for a an extension of stay for purpose of Retirement or Marriage. Detailed instructions are available at the PIV site under Long Term Extensions: Marriage (M) or Retirement.

This might help your calculations. Every single extension of stay costs 1,900 baht ($63.32) at Thai Immigration. Doesn't matter if it's for a year or 60 days or 30 days.
You would apply for the non-OA visa at a Thai Embassy or Consulate in France where you reside, not in Thailand. Or alternatively, you could do a conversion from a visa-exempt entry or a tourist visa to an extension of stay based on retirement once you are in Thailand assuming you meet the financial and other requirements for such an extension.
When I reapply for my retirement extension they automatically do a 90-Day Report for me. They don't say anything, but when I pick-up my passport the next day there's a new 90-Day Report Notification stapled into the back of my passport. This is in Phuket.
