Yes the certificate has some requirements but you can put down hotel address and depending on where you are have different express fee. I would get a Thai number first and find a school that can help you with paperwork and testing.

I would recommend you to go south. Meaning Hat Yai and Trang and those areas. However I am not familiar with restrictions right now if there are some should look at Krabi or Khao Lak

I am amazed people can find this group but no other information. Anyways yes you can travel to Phuket and some other places if fully vaccinated and do 7 days there without being confined. However you will need to be negative for two PCR test during this. After 7 days can go anywhere in Thailand if all good.

SGD to THB yesterday with less than 1000 USD gave me following cost in percentage.

You need to transfer quite a big amount to beat this with flat rates. Honestly most banks also take a huge cut on exchange rate so I haven't personally found better whenever I check to compare. If I missed some bank or service let me know. :)

Wise doesn't take any fee locally or in the destination for the transfer since they do local transfers. Meaning you send locally and receive locally from their account.

Check first if photo copy is okay and hopefully you can send digitally instead.

They recommend you to get tourist visa for 60 days and extend this to have enough time with Thai bureaucracy. Open bank account can be harder than you can imagine. Good luck!
