My advice would be contact your local Embassy or Consultant and ask them what courses are available to you. You don't indicate what you would like to study or what qualifications you currently hold. Because of COVID-19 the options normally available are vastly reduced.

I suspect that each airline will be treating the travel ban differently. They will be the ones who will be fined if their passengers are refused entry.

I am sorry but your answer is incorrect. The whole point of the CoE is that it for one person to arrive in Thailand on a specific flight.
