TLDR : Answer Summary
The Certificate of Entry (COE) application is fully completed online. After receiving approval, it is recommended to print out the COE, with some users suggesting printing multiple copies for precaution. There are mentions that processing times may vary for Thai and non-Thai applicants.

I am sorry but your answer is incorrect. The whole point of the CoE is that it for one person to arrive in Thailand on a specific flight.

All done online then print out when you get it and take it with you to the airport, good idea to print out a couple of spares

All online. My Thai partner got his within minutes of submitting the final documents (I believe non-thais may take a little longer). Once approved, just print it out. Personally, I'd print 3 or 4 copies "just in case"
