definitately agree w this. Sone nationalities are easier than others. Thailand is not the easiest overall. I think Cambodia and Philipines are the 2 easiest visa wise. Vietnam if you are american was also a good choice a few years ago but things may have changed since. I am not updated on Malaysia and Indonesia.

If you were on a tourist visa you were extremely lucky to have made back.

The border bounce success rate in Poipet is ZERO.

As far as I know the more recent elite visas are no longer transferable. At least that is what I heard from someone who purchased one before covid.

Civil issue. Police or immigration are just empty threats. The only thing they could do is take you to court which is not financially viable. You have nothing to worry about.

Will my husband be allowed back into Thailand after an overstay of exactly 90 days?

Normally when one is blacklisted due to an overstay the immigration officer has to go through a procedure to add the person to the blacklist and give him a paper w the notice of overstay and a ban of X amount of time. I would suggest trying a different land border before attempting using the airport.
