Is it possible for someone (family member) to submit the re-entry visa application on my behalf at Samut Prakan Immigration Office, or I must go by myself?

I’d prefer to avoid doing it at the airport due to long queues during this holiday season.

Question I have related to the new DTV visa. Does this 5 year window begin upon approval / issuance of the visa while the applicant is still residing in their home country, or does it begin when the applicant first sets foot on thai soil (which then initiates the first 180 visa stay period)?
