TLDR : Answer Summary
The question pertains to whether a short visit to Thailand in 2017 on a visa on arrival counts as having applied for a visa. The general consensus in the comments leans towards answering 'Yes', as the individual did apply for a visa on arrival that was granted for 15 days. However, there is some discussion around the nuances between visa types, particularly regarding 'visa exemption' versus 'visa on arrival'.

My understanding is that it was not a visa but the standard visa exemption. I may be wrong.

15 days sounds as visa on arrival and not as visa exempt.
