If you are going to Malaysia, I suggest you look at going to Penang as an alternative to KL. I have always used Penang for my visas in the past without any hassles at all, as have many friends. I have heard that KL can be difficult sometimes. Details of requirements for various visas are listed on their website.

The other consulate which is worth considering is Penang. Usually hassle free there and no appointment required.

I've used my Thai bank cards (KrungThai & KBank) at ATMs in Australia, Indonesia and Solomon Islands without any problems, so I would think you would have no trouble in Laos.
