I'm on a Retirement Visa. I arrived back in country on 15th September. I did my annual extension on 24th November. Does anybody know for sure whether my 90 day reporting starts again on that date, or do I have to report on 14th December (90 days after arrival)? Or like so many other things is it dependent on the whims of each individual immigration office?

TLDR : Answer Summary
The 90-day reporting period for a Retirement Visa in Thailand restarts on your arrival date, not the date of your visa extension. Therefore, since you arrived on 15th September, your next 90-day report would be on 14th December.

Extensions (other than your first) are irrelevant for 90 day reporting. The “clock” starts when you enter Thailand and you report if you’re staying over 90 days.
