If I have been in Thailand for more than 90-days and did not file the report, can I do a visa run ... book a flight, show up at the airport and pay the 2,000 baht penalty at the airport or is it mandatory to go to immigration and pay the penalty before you fly out?

Thanks for the info. I was at immigration last week and they told me that instead of extending my DTV, that it would be cheaper to just pay the penalty. I am not planning on returning to Thailand for at least a year anyway. They also told that they would not cancel my DTV for overstaying
