do get a lawyer to fight for your right to bring her back with you. This will not be easy and will cost you. If good your name is in the certificate. And she is only 16 and will need her to sign on the passport application. If not she will not bale to get a passport or other type of document done. You are at our limit as a foreigner.

And by giving money to ur ex-wife will not solve this issue and it will be a bigger headache in the future and it will be her weapon of choice to stop you from seeing your daughter and you will have to give her more and more money.

Best way is to get a lawyer to get the rights to your daughter.
