Go to Bangkok Bank in Central Festival mall on Beach rd in central Pattaya, then hop next door to K bank {green one) and open another acct. I got both in 2hrs. The mall banks deal with a lot of foreigners and will usually help you out, imho. And no insurance purchase required. I opened my accounts 4 months ago.good luck.

Bangkok Bank in Central Festival took less than an hour to open account. They have a paper listing what the requirements needed to open account, no insurance purchase necessary.
