Ya , why not ? Degree is not mandatory to get a Non B if you can prove your past track record to MOL ( that being done by yr employer actually).

You can stay UNTILL 22ND AUG , that's what the stamp means. Its's just a WAY OF SAYING that any further exrension after yr 30 days extn is NOT ALLOWED and hence 7 days GRACE PERIOD is given to pack your paraphernalia and get out.

No Refund , no explanation of rejection. I have seen this stamp on 5 to 6 pports. There can be any reason of the likes ,

you on T visa back to back

or Some paper work is missing.

How can I change my Non ED visa to a Non B visa while in Thailand or nearby countries?

An Ed visa CANNOT be converted to Non B visa. Cancel yr Ed visa first by a letter from the school , get out of Thailand . Then you can apply for your 90 days Non B anywhere outside Thailand with the help of papers from yr employer.
