To apply for Thai Permanent Residency, you need to fulfill the following criteria:

You should have had a Thai non-immigrant visa for at least 3 years prior to the submission of your application.

Holders of multiple Non-Immigrant visas can not apply.

In order to qualify you must have 3 consecutive yearly extensions.At the time of the submission of application, you must be a holder of a non-immigrant visa.

You must be able to meet one of these categories to apply for PR status in Thailand:

Investment category (minimum 3 – 10 Mil. Baht investment in Thailand)

Business / Working category

Support a family or Humanity Reasons category: In this category, you must have a relationship with a Thai citizen or an alien who already possess a residence permit as a husband or wife; father or mother; or a guardian of a Thai child under 20 years of age.

Expert / academic category.

Other categories may be determined by Thai Immigration.

For future reference for this forum, because if I understand correctly from your profile your nationality is from what places like Vientiane define as "restricted countries", i.e. you need to apply in your home country, were you able to succesfully apply for a tourist visa in other places apart from Hanoi?

Technically the stamp can be transferred at local Immigration, practically most Immigration offices only bother transferring visa extensions and not visa exempt stamps, and they would tell you to just sort it out upon exit from Thailand, when you will get the exit stamp in the new passport with an adnotation of where it's coming from. So just have both passports handy when you exit.

You have a single entry tourist visa that is valid for 90 days, between Jan to April. That means you can enter Thailand ONCE (anytime you want, between the issue date and the expiry date) and upon entry you will receive a permission of stay of 60 days, that you can further extend at local immigration for 30 days for 1,900 baht.

Example: Your visa is valid until April 5th. If let's say you enter on April 4th, you will receive a permission of stay until June 3rd, that you can further extend to July 2nd at local Immigration.

Not sure what Helen is applying for, but I have a feeling that non immigrant type F visa applicants and tourist visa applicants may not receive exactly the same type of treatment. Just saying.
