I've got 3 tourist visas from pennang and have to renew current one on 18th this month  ??? Can I get a fourth from pennang  ?

and what is the reason you're hitting the same consulate over and over?

IF they issue you another tourist visa from there you are highly likely to get the warning stamp on it.

Go to a different consulate. Vientiane, Savannakhet, HCMC, Hanoi, etc
