Absolutely. Covid-19 never became a big thing in any East Asian countries, in complete contrast to Europe and America. The Middle East is somewhere in-between.

no need for an agent really. you can check with the embassy what they require to apply for a certificate entry. if you are coming to work as a salaried employee, your employer should be able to provide most of the documents.
it could be out by late 2021 if everything falls into place with one of the vaccines already in development, but 2022 is more realistic, and never is also possible.
