Has anyone experienced getting a visa in Hanoi recently? (or through any other embassy / consulate that requires an "appointment" to be booked online).

I'm slightly confused by the following instructions:

*1. Visa Application Period:*

*Applicants are advised to submit their applications at least 2 weeks before travel time.*

*ONLY complete visa applications will be accepted.*

*2. Visa Processing Time:*

*Upon receiving the application, it takes 1-3 working days to get a visa stamp.*

*The processing time can take longer for certain cases.

Is the appointment that needs to be booked online to submit the application or to collect the visa? What needs to be submitted 2 weeks before travel time and how is that done?
