Google voice is too expensive. Set up a 2ndLine account before you leave the US, and get the premium package at $38 a year. Once you get here you can tie it to your Thai phone, and it works for authentication at both my US banks, and other sites. It is the best to use. As long as you keep the premium account the number you selected never changes. Other services only guarantee you keep the same number for a year. I've had mine for 6 years now with 2ndLine, getting calls and messages from it on my Thai phone.
typically your current doctor coordinates with your Thai doctor on a course of treatment in order to get a medical visa. You can't just apply for one blindly, with no recommended treatment plan already worked out with your doctors.

with an attitude like that you don't belong in Thailand. The only way you will know if it works is to apply. If it works it works, and if not then it doesn't.
Thailand doesn't care about legitimate pensions. What Thailand will be concerned about are those people here on retirement extensions, but too young to receive pensions in their passport country. Thailand will want to know about the money they are using to live here, as working is restricted on a retirement extension. This is what Thailand cares about tax wise, not legitimate pensions.
