TLDR : Answer Summary
The current regulations regarding the Non-Immigrant O Volunteer visa suggest that previously, a main applicant could bring their spouse and children under 18 as dependents. However, recent comments indicate that the rules may have changed, and it has become more challenging to obtain this visa, with a closer scrutiny by immigration authorities due to past abuses of the category.

Volunteer visas are looked at very closely by Immigration as previously a lot have been fake.

Nowadays, it's very difficult to get a non-o volunteer visa. Previously, the main applicant can bring the spouse and children (under 18) as dependants. Not sure if the rules have changed.
