From Philippines.. if you a have a letter of employment and company registration doc.. from a Thai company they will issue 3 months Non B. You can extend for another year and so on. Done it in the past for a family member.

Great. I plan to travel out of Thailand today.. get new passport. Enter Thailand afterwards goto Samutprakarn immigration and do the transfer.

My only worry was when i re enter.. the visa and re entry is in the old passport. Which will be attached to new passport.

Cost of work permit is only around 3000 baht

If ur work permit expired...they charge 500 baht a day.. from the date of expiry to the date u apply for renewal .. u should renew the work permit at least 2 months before the expiry date..

Can I extend my Non-B visa based on employment if my work permit expires soon?

When i did my yearly extension..they requested to renew the work permit 1st and then get the non b extended. That was at Samputprakarn immigration.
